At least it wasn't the 12" we got 2 weeks ago.

Stauber is right on with this one! This requires landlords to make sure they have enough parking for their tenents; that is not unreasonable in any way. Why is it the problem for the rest of the neighborhood when they rent a single family home to 6 college kids? Let the landlord provide decent parking and keep all those cars off the street. If someone finds this unreasonable, they can get out of the rental business. And, having these regulations keeps the streets clear for emergency vehicles and plows, not to mention allowing homeowners parking on the street, which many of us depend upon if we don't have an alley or garage.
As was mentioned earlier, rules like these help preserve property values and that's very important. Rental property in Duluth is not well maintained as a general rule. If keeping a parking area cleared can be mandated, it will benefit the neighborhood and the tenents. If landlords take any fines or other costs out of tenent's deposits, I hope there is legal action. It's time we insisted that Duluth's landlords clean up their act for the good of the whole community.

"WARMER BY THE LAKE
Duluth Parks and Recreation is looking for volunteers to help from 2-5 p.m. Feb. 13 during Warmer by the Lake at Bayfront Festival Park.
Volunteers are needed to serve hot chocolate and cookies, help with sleigh rides, monitor the skating rink and sliding hill, and assist with roasting marshmallows and more.
All volunteers receive an official sweat shirt at the event. Volunteers are needed for two-hour shifts from either 1-3 p.m. or 3-5 p.m. Volunteers must be at least 16 years old. The City pays Secret Service $48,000 per year plus 1/2 of all parking revenue plus a percentage of all events that go on down there for Secret Service to put on the 4th Fest and Warmer by the Lake event and they are so cheap that they have to use the Parks & Rec name to get people to volunteer there. It's time for a change but that won't happen as many of the upper City staff are registered as friends on the DELETED DELETED Facebook page.
It doesn't have to be a change in management but a change in amount the City pays out to Secret Service. Wake up Duluth we can't afford the high cost of contracts such as these when we are putting City employees out of work.

It appears that those in high positions are so intoxicated by their own self importance and greed that they are willing to let the true de servers of this stimulus plan sink to new lows.
Come with me to 'Follow the Money' on CNN and be prepared to witness what this once great Country has become. The fix in Duluth seems to be to label the unfortunate and harass them into shame and nothingness hoping they'll "leave.". Maybe starting some more for profit--- 'non-profit' organizations will help.

Three simple words have defined our efforts in city hall over the past three years: service, innovation, and accountability. Those concepts, coupled with our informal motto “own it, solve it”, have been the foundation of our efforts to address our most serious problems, challenge the status quo, and provide increased value to our customers. We still have a lot of work to do, but we are making important progress.
Obviously, large issues like retiree health care, sanitary sewer overflows, massive cuts from the state, and our street improvement strategy get most of the attention.
However, you likely have not heard anything about the most important and significant effort in City Hall of the past two years – organizational accountability and service improvement.
We have committed to a comprehensive effort that we call the “Accountability Project” which focuses on creating business plans, process improvement, and performance measurement. The highlights of this effort include:
1. Business Plans
Managers and department directors developed business plans describing mission, vision, and operational plans for the next five years in their 2009 budget preparation. These will be the basis for developing their 2010-2011 budgets, and will also serve as a roadmap for the next five years. This provides managers a solid basis for moving into a performance measures and outcomes discussion with staff.
2. National Citizens' Survey
The National Citizens' Survey was completed for the first time in the City of Duluth in May 2009. The National Citizen Survey was conducted as a way to establish a baseline for what citizens want and expect of city government. The information provided by the survey assists city management in identifying where to direct resources. The survey will be conducted on a regular basis to measure changes in public perception.
3. Performance Measures
The City of Duluth is committed to developing performance measurement and reporting practices as a key strategy to manage the difficult budget years ahead and ensure quality services to our citizens. We have ambitious plans for establishing a method for demonstrating outcomes to the public. We will have performance measures identified, data collection systems established, and will begin data collection in January 2010, with an initial report of progress to be released in July 2010.
4. Citizen Involvement
The City has received a Government Trailblazer grant from the National Center for Civic Innovation to fund facilitation of focus groups across the city to increase citizen input in all facets of city reporting efforts. City government is here to provide quality services to our customers – that is our first and foremost goal. Through constant feedback from our customers, we will adapt our business plans to provide better service.
Accountability Project! in lament terms means spend taxpayers money!!

3.Quality: The degree to which a product or service meets customer requirements and expectations.
4.Timeliness: Measures whether a unit of work was done correctly and on time. Criteria must be established to define what constitutes timeliness for a given unit of work. The criterion is usually based on customer requirements.
5.Productivity: The value added by the process divided by the value of the labor and capital consumed.
6.Safety: Measures the overall health of the organization and the working environment of its employees.
Conclusion:
If the City would stop getting so top heavy they could hire enough employees to get the job done right the first time!
Look for instance at Ms. Potwald making over $100,000 a yr. for not performing her job duties. She was the one hired by
the Mayor as a CAO and couldn't do the job but still has one that was created if she fell on her face which she did!!
She is not the only one though... It's like the more they screw up the more we should pay them!!
I would bet these little surveys are coming from her seeing as she used to work for St Louis County and they enjoy surveys
at taxpayers exspense more than the City.
4. Perfomance Measures. = Tax increases from the newly formed Citizen Commission for utility rates!
So after you read this post sit back and think about how much your taxes are going up.

NEWSMAX is a magazine from a independent political view. You know, "INDEPENDENCE" Don? Sorry, forgot you never have had to individually accept responsility for any of your inactions or actions and their outcome. Must be this is the only way to get people to look up to you, sell your soul and your City.
Why do I blog this? Because, I loved Duluth, but despised it's crooked politics. For me the DCB is the only avenue open to a, sadly looking in from the outside, God fearing person. My children, despite my advice, face survival in Duluths' sea of corrupt, common sense ignored, commune-ty building, Donny DFL Duluth politics. I would ask both Donny and Barrack to resign, but at a national level we all know Biden would be worse than Carter. Pelosi next? Resign Don, appoint Fedora, give the City back to the common, hard working, citizens that you have treated and ignored like stepchildren. Explain why it appears you either lacked intelligence or intentionally voted and fiscally allowed Duluth to sustain unquestionable failure. What have you done for it's working class? Have you not allowed it too succomb too unjust frustration, and socially allowed it to grow into unaccountable dependency, serving only elite wealth, big gov't and "hopeless" poverty, nothing in the middle!!!! Resigning might be better than waiting the two years while the tide of national dissatifaction takes aim on ending your Obomination type career and political dreams. JBBP - too bad about your situation, but I understand completely. I have owned two homes in Duluth over the past 30 years, one in upper Smithville and one in lovely Morgan Park. We sold the Morgan Park home a couple of years ago and moved to what the locals call "the country". It's a much smaller home, but has a few acres and is pretty quiet. Plus he school system seems not to be run by the mafia. There ain't as many street lights around, but they're included in my property taxes, and if the casino stops paying Duluth it's fair share, it won't mean a thing to me.
I guess my point is, there is life after Duluth, as many folks have discovered. |

City Councilor Sharla Gardner’s sister was one of the two key culprits in the strike and must make big sis proud killing more jobs and lessening taxes collected. Good luck getting your union folk new union jobs sis. Maybe AFSCME can feed your families and make your house payments.

Wisocki puts Duluth's Pickwick restaurant up for sale
After a turbulent year, hurt by the recession and hampered by labor strife at the Pickwick, fourth-generation owner Chris Wisocki says he’s selling the business.

The owner of the Pickwick, Chris Wisocki, is selling the restaurant, ending a 90-year family tradition. The restaurant will continue to operate without Wisocki. Clint Austin / caustin@duluthnews.comIt’s been called historic, a Duluth landmark and a city tradition.
Pickwick restaurant, once part of the Fitger Brewing Co. and operated by the Wisocki family since 1919, has been all that and more.
But after a turbulent year, hurt by the recession and hampered by labor strife, fourth-generation owner Chris Wisocki says he’s selling the business.
“It’s not the easiest decision in the world,” Wisocki said of ending a 90-year-old family tradition. “It’s just a business decision I made. I’m going to explore other career options.”
His great-grandfather, Joseph Wisocki, bought the business from August Fitger himself back in 1919 and ran the German-style pub until 1954, when his son, Joseph Jr., took over. In 1997, Joseph Jr.’s sons Stephen and Anthony took over. When they retired in 2001, Chris Wisocki, Stephen’s eldest son, became proprietor.
“The Pick’s not going anywhere,” Chris Wisocki said. “I think it’s a wonderful place, and I’m going to make sure it’s still here. I just won’t be here.”
He said he has prospective buyers. But Wisocki declined to say more, including his asking price and whether he has a real estate agent.
On Friday, Wisocki’s attorney gave the union representing the restaurant’s workers notice of Wisocki’s intent to sell.
The letter says the tentative decision to close and/or sell the restaurant is because of severe financial losses the operation incurred in recent years, said Todd Erickson, president of Workers United Union Local 99, which represents most of the restaurant’s 70 employees.
Wisocki challenged his attorney’s use of the word “losses.” But he said: “It’s been a rough year for everybody. Everybody’s business has gone down in the last year.”
He admits being bitter.
“Pickwick’s been pretty much lambasted by the media, and everybody else over the last year, especially over labor issues we’ve had,” he said.
Those labor issues include a contract dispute that dates back nearly a year when, according to Erickson, Wisocki replaced the union contract with one of his own, leading to weeks of picketing and two employees being temporarily locked out.
The National Labor Relations Board determined Wisocki needed to restore the agreement and get back to the negotiating table, Erickson said.
As the union pressed for a best or final offer, the notice of intent to sell came, he said.
Keeping the restaurant a union shop is a concern with a sale, Erickson said. If more than 50 percent of the current employees are rehired, new owners are mandated by law to bargain. But they’re under no obligation if fewer than 50 percent are rehired, Erickson noted.

Well guys...I've had enough.
I'm selling my house.
We barely scraped by last year, even though I worked 3 jobs to pay for the place. I still wound up having to use a credit card just to pay for things like food, gasoline, car insurance, etc.
No more.
The taxes are mainly what is driving me out of here. I guess the taxes are high because my home is in a "desirable" location.
Sorry. I must be one of the "undesirables," because I don't have the money the government desires for me to pay in property taxes. I am no longer willing to hand over my income taxes in order to pay them, instead of using them to buy a decent car or to get caught up on other bills. I feel like a beast of burden for the government or something.
It gets old when you have to wait 'til next payday just to buy your kids a pair of flipping socks. When your taxes go up, your homeowners insurance does, too. It's a bill that must be paid.
A veiled form of segregation. A way to banish the have-nots from the view of the haves.
It's time to bail before the place gets foreclosed on.
This is a nice place, my home. Hopefully, someone will come along who makes enough money to afford it. I hope it will go to someone who can and will make good use of it.
I wonder how many other Duluthians are in the same boat as me and my family? It would have been nice to be able to hold on to this place, maybe pass it along to my kids one day, when the good Lord sees fit to call in my ticket.
Oh well.

A Duluth man who has had 42 criminal cases against him in three Minnesota counties for theft, assault and other crimes was arraigned Monday in St. Louis County District Court accused of raping a woman in a Lincoln Park apartment.
James Calvin Tucker, 44, is charged with first-degree criminal sexual conduct in an incident reported at 2:40 p.m. on Thursday.
According to the criminal complaint — which, readers should be forewarned, includes graphic details:
The woman told police that she was at a bus stop when a man later identified as Tucker and two other people started talking to her. She said she joined them on the bus because they offered to pay her fare.
The woman said that she and the three others wound up at an apartment that was not her residence. Two people departed, leaving her there with the defendant. She said the defendant grabbed her hair and forced her into oral sex. She said she bit him and possibly left marks.
She said she was slapped several times and assaulted vaginally and anally. She said some people arrived at the apartment and when the defendant went to the door, she fled through a window.
A Duluth police officer responded to the apartment and arrested Tucker on an unrelated warrant.
Tucker told police several versions of what happened. He initially denied any sexual contact or attempted sexual contact with the victim. He later claimed the victim engaged in oral sex but it was consensual.
Officers executed a warrant to obtain DNA samples from the defendant. He was allowed to take swabs of his genitals and the swabs were returned full of blood. Tucker said the bleeding was unrelated to the alleged incident.
Criminal cases for assault, violating orders of protection, theft, offering forged checks and disorderly conduct, among others, have been filed against Tucker in Dakota, Hennepin and St. Louis counties.
An Arrowhead Regional Corrections probation officer rejected Tucker for supervised release Monday. He’s being held in the St. Louis County Jail on $50,000 bail. |

Yay!! The DNT published a real readers' view/comment today in the editorial section:
"St. Louis County’s initial response to a legitimate purchase proposal for the historic St. Louis County Jail showed the county’s attempts to sell the building insincere (“County gets serious offer on old jail building,” Jan. 29).
One reason county officials gave for possibly rejecting the offer was the prospective buyer’s request that the property be exempt from property taxes for 20 years. If that’s unacceptable due to the loss of property taxes, county officials can remember that the jail property, acquired in 1912, never has contributed taxes. And if the jail is demolished for a county-owned parking lot, as planned, the property still won’t contribute to the tax rolls. However, with a temporary tax break, the jail, in time, could become a tax-contributing property.
Duluth made a similar concession with A&L Development’s Wieland Block project, and those buildings had been contributing taxes since property taxes began.
The county also balked at the prospective buyer’s request that the county repair the jail’s roof and façade prior to a sale. This seemed reasonable and customary. Think of homeowners making essential repairs before trying to sell their house. The county has known about the roof issue for decades and has done nothing to fix it, consequently resulting in terra cotta damage. The county created those problems by willful, negligent stewardship. It should fix them.
Since the county’s estimated repair cost exceeds the building’s appraised value of $60,000, and since the county is required by law to sell the property for at least 90 percent of that appraised value, the county could offer the buyer a limited, tax-free period that would allow the investors to recover their purchase price and the cost of those specific repairs.
The deal is a winner: It would rid the county of the jail, bring a Duluth landmark and architectural gem back into functional use, and, in time, result in the property contributing to, rather than drawing from, county coffers — for the first time ever. Seems like a much better deal for taxpayers than spending a few hundred thousand dollars on a parking lot.
County officials have argued for the building’s destruction, stating that taxpayers shouldn’t be forced to pay for the upkeep of a building no one wants badly enough to buy.
Well, now someone does want to buy it, and its sale would relieve taxpayers of the burden of upkeep, demolition and construction and maintenance of a parking lot.
And the county responds with a list of reasons that could prevent a sale? Why would the county make public statements outlining reasons not to accept the proposal before it even prepared a counteroffer? And why has St. Louis County ignored the building’s problems, creating the very issues that restrain its sale? Is it because the county really doesn’t want the building sold and saved?
Keep in mind that much of the county’s material used to market the jail appears to have been created to convince Duluth city councilors that the building, despite its legally protected status as a Duluth landmark property, should be demolished. That material misrepresents the building’s actual condition and historic relevance; its continued use seems a blatant attempt to dissuade potential buyers.
And remember that upon his retirement, former St. Louis County official Alan Mitchell indicated to the News Tribune that one of his few regrets was that efforts to demolish the jail had been blocked. He said he “really believe"s
that building should come down.”
Oddly, city councilors seem all too willing to side with the county, even though demolishing this landmark-protected building would break Duluth law and potentially expose Duluth and St. Louis County to lawsuits that could cost taxpayers millions.
Let’s not lose another important symbol of our community’s heritage — and risk expensive lawsuits — especially if the reason is that a few county officials have made it their personal goal to destroy the jail."

I like the idea of a Dinkytown area for students. I don't mind the students in my neighborhood when they don't treat it like a student ghetto, but, come on, they can't be expected to fully integrate into family neighborhoods. They're at a different stage. I like London Road or the area of 4th close to downtown as a Dinkytown area, since it's already pretty commercial. I am just really glad the problem is being looked into seriously, and wish this group a lot of success.
And @TimK, YES, I'd help you buy a property next to Peter's and start up a hog feed lot!

On Wednesday, information was released, on the "Danny Does Duluth" podcast, that Danny, our hero, had faced a medical challenge. Due to his condition, Danny was unable to entertain and inform his vast base of fans as regularly scheduled. Fear had spread, from City Hall to the Kozy bar, that Danny had been taken from us. Whether it was a ringing church bell or a child's tear-stained cheek, tributes were being made. Our friend, Danny, did not buckle to his foe however--thanks, partially, to an impressive outpour of concern, support, and affection.
Until you fully exit this crisis, Danny, I assure you that our thoughts are firmly with you. Duluth stands united in prayer for your quick recovery. Danny, get well soon, best wishes, and God bless you!

I almost lost it several times! His, "I am hopeful" was a real treat. I liked his claim that he saved 2,000,000 jobs or the uemployment rate would be twice as bad as its current 10% rate. Hey 1/2 and 1/2, the unemployment rate is at 20%. His creating jobs by increasing government jobs is asolutely mind boggling. His new rules for student loans that debt payment can not exceed 10% of a students salary with a complete forgiveness of the debt after 20 years is ridiculous, especially when the 20 years is reduced to 10 years if a person goes to work in the government. Of course he never questions why the cost of education is sky high. Now I see that all these clowns steal words from each other. Minnesota's Tom Dooher took "World Class Education" from Barry. World Class, compared to what? The U.S. education system is a joke and the teachers union is running off with billions of dollars annually. The absolute best was when Barry cried about special interests influencing elections. Hey 1/2 and 1/2, without special interests you wouldn't have been elected. Come visit Duluth, Minnesota and you will see that special interest unions control the whole political process. And here your types call it justice and civility while they commit atrocities against the good citizens of Duluth.
By the end of this year it will be clear that 1/2 & 1/2 is another Jimmy Carter, a one termer. And the 2010 elections can not come soon enough. |
