DATE: 11/24/2009
NATURE OF INCIDENT: Home Burglary
CASE NO.: 09403341
INCIDENT DATE :11/24/2009
INCIDENT TIME: 0226 hours
INCIDENT LOCATION: 1823 East 7th Street
SUBJECT: Suspect with extensive criminal history arrested in burglary
BY: Officer Brad Wick, Information Coordinator
This morning at 2:26 AM, Duluth Police responded to the area of 18th Avenue East and 7th Street on the report from a citizen of a suspicious male dressed in dark clothing checking parked vehicles. The male arrived in a vehicle that was now parked. After a short time he returned to the vehicle carrying a television which he put into the trunk. The male then got into the vehicle and left the area just before police arrived. The caller was able to get a license plate number on the vehicle as it was leaving.
Upon checking, officers found a home in the 1800 Block of East 7th Street with a front window broken out and no one home at the time. Once officers located the homeowner, they found that the home had been broken into and a television along with other items was missing.
Officers located the suspect vehicle parked in a garage in the 1900 block of Garden Street. The vehicle was unoccupied with no one around it. It was later towed by police.
This afternoon at 3:48 PM, Duluth Police arrested Brandon Walter Niemi, age 26 of Duluth for the burglary of the home. Niemi is being held at the St. Louis County Jail pending formal charges for Third Degree Burglary.
Niemi has an extensive criminal history. He is currently awaiting trial for Attempted Second Degree Murder and Second Degree Assault from a stabbing incident that occurred in June 2009. He was released after posting $50,000.00 bail.
He is also awaiting trial on a Counterfeit Currency charge from an incident last month and where Niemi was released on his own recognizance.
In June 2008, Niemi pled guilty to Felony Theft and was sentenced to three years of supervised probation from an incident that occurred in February of 2008. He has other drug and controlled substance arrests on his record.
The Duluth Police Department would like to recognize the importance of alert citizens that have called in suspicious individuals over the last three days. With the information these citizens were able to provide police; two suspects have been arrested for burglarizing homes in these neighborhoods. |

Why do people think that DFD is in favor of taking over the ambulance service? Why do people say Anderson and Cuneo are in the firefighters pocket? Hopefully I haven't missed anything but correct me if I am wrong. The mayor is against a change, the cheif of DFD is against a change, the firefighter union hasn't said they want a change, the firefighters PAC hasn't said they want a change, my roommate said most firefighters on DFD don't want to do gold cross's job. So even if the task force wanted a change, not one of the groups that would actually make the change are in favor of it.

Embattled Teamsters
Police raided four different New York newspapers last week with the suspicion of organized crime shenanigans affiliated with their unions. The union, Newspaper and Mail Deliverers Union (a Teamsters affiliated) delivers hundreds of thousands newspapers per day to customers. It is not clear if criminal charges will be filed.
The President of a Teamster’s local union, Helen Green, filed federal charges against the local Secretary/Treasurer Mike Magnani relating to sexual harassment. The two were involved in a sexual relationship, and when Green wanted to call things off, the intimidation and harassment started. Teamster’s officials are desperately trying to keep the issue out of court, but it may not be possible.
The Teamsters continue to attempt to make life difficult for employees in right-to-work states. In a recent example, two employees did not want to pay the portion of dues that are allotted to non-bargaining activities. Union heads threatened repercussions of fines and even termination if the employees did not “jump through the appropriate hoops.” The employees decided to fight back, filing charges with the National Relations Labor Board.
Members of one Teamster Local in Wenatchee, Washington are taking matters into their own hands by filing for decertification. The Public Employee Works Department would not divulge the reasons why employees of the union want to disband. The Teamsters were voted in in 2000, and apparently, some members have had enough.

INCIDENT TIME: 0747 hours
INCIDENT LOCATION: Out Front of 32 East First Street
SUBJECT: Woman threatens two demonstrators with knife
BY: Officer Brad Wick, Information Coordinator
On Tuesday, November 24, 2009, at 7:47 AM, Duluth Police investigated the report by two female anti-abortion demonstrators that they had been threatened by a female with a knife. The incident happened out front of the Building for Women, 32 East First Street.
Officers were told that the female suspect was on her way to the Building for Women and had a verbal exchange with the two demonstrators. During the exchange, the suspect held a knife in a threatening manner to the neck area of one of the demonstrators and told her to stop talking to her. When the second demonstrator went to help the first, the suspect made a threatening gesture towards her with the knife. The suspect then went into the Building for Women. Neither of the female demonstrators was injured during the incident.
The female with the knife was found inside the Building for Women and identified as Mechelle Talluah Hall, age 25 of Superior. Hall was taken into custody and transported to the St. Louis County Jail where she is being held pending formal charges for two counts of Second Degree Assault. The knife was located in Hall’s purse.
At this time the incident has been referred to the Duluth Police Department Violent Crimes Unit, no further details are available. |

| In the drama "Donnys' DFL Doing of Duluth" has there ever been a 7-2 Council vote against the unions? When was there ever a time the Chamber supported something different than the DFL demise of Duluth. Where did they get the four speakers in favor of rate increase? Wethouse, or right off the stools of the Cozy? This is nothing more than the same old DFL decoy crap to convince the few remaining and struggling real tax payers of Duluth that there "DFL Clinton", "is" some sort of check and balance system! The "staged" reason only two spoke against was because Duluth taxpayers know you get as much done talking to a wall as the City Council. The only risk to the DFL here is letting Fedora be a breath of "clean" air in Donnys' over flowing outhouse called Duluth. |

82222 - Mon Nov 23 18:44:23 2009 - [Unsustainable public union benefits] By: Vince McMahon |
No More Fees, Please
The City of Duluth's administration was poised to raise our city utilities fees again when the Duluth City Council meeting convened Monday, November 9th. The only thing between yet another increase to our city sewer, water and natural gas rates was a vote by the city councilors. Thankfully, before the councilors voted, there was an opportunity for citizen's to address the councilors related to the proposed fee increases.
Only six Duluthians took the opportunity to speak on the proposed fee hikes. The first four spoke in support of the fee increases, rationalizing that increased fees were the only way to protect our beloved Lake Superior, the Greatest of the Great Lakes.
The remaining two citizens who addressed the councilors were strongly opposed to the proposed fee increases. I was one of these two citizens. My Chamber colleague, and brother in commerce, Andy Peterson, was the other voice in opposition of the fee increases.
Like the four citizens who spoke prior to us, Andy and I want to protect our treasured Lake Superior. It is our community's most precious and remarkable asset.
Yet, Andy and I know better than to assume there is a direct link between increased utilities fees and increased protection of our pristine drinking water. The proposed fees increase had far more to do with protecting the city's union workers and the union's antiquated, inordinately costly, and unsustainable public sector union benefits.
Councilor Todd Fedora gave powerful testimony detailing the concerns he had relative to the union utility workers alarmingly expensive on-call, overtime and minimum staffing requirements
The city's unions have the city's administration, our city's utilities, and, consequently, every citizen of Duluth up against a wall - and they are reaching for our collective wallet. At a time when businesses are being called upon to provide more services and products at reduced prices, the City of Duluth is calling upon its citizens to pay more fees. Innovation and creativity are needed within the City's utilities departments - not more fees to feed the system.
However, all is not lost. There is reason for optimism. The City Council strongly rejected the administrations recommended utility rate increase by a 7-2 vote. The only councilors who voted for the increase were Tony Cuneo and Greg Gilbert. I hope you will join me in applauding the seven councilors who opposed the increase.
After voting against the fee increase, city councilors asked city administration to provide them information regarding the utilities department's union work contract concerns Councilor Fedora shared with them prior to their vote on fees. It is information I also look forward to seeing. I suspect the information will not be comforting. I will keep you posted.
In support,
David Ross

NATURE OF INCIDENT: Home Burglary
CASE NO.: 09402303
INCIDENT DATE :11/21/2009
INCIDENT TIME: 2239 hours
INCIDENT LOCATION: 1119 East 11th Street
SUBJECT: Repeat Burglar Arrested
BY: Officer Brad Wick, Information Coordinator
On Saturday, November 21, 2009, at 10:39 PM, Duluth Police responded to 1119 East 11 Street on the report that an unknown male was just seen leaving the back door of the home carrying items. The neighbor calling said that the people who lived in the home were gone and the back door to the home was open. The male was last seen heading down 11th Avenue East from the alley.
Officers located Curtis Lee James Fairbanks, age 18 of Duluth at 11th Avenue East and 9th Street. Fairbanks was positively identified by the caller as the person seen leaving the back door of the home. Fairbanks had entered the home through an open side window and was in the process of removing items from the home when he was seen by the neighbor. Items taken include a 26” LCD TV, Xbox Gaming system, and other miscellaneous items. Some items were recovered in the alley behind the home.
Fairbanks was lodged at the St. Louis County Jail pending formal charges for Second Degree Burglary. The investigation into this incident is ongoing.
On November 20th of this year, Fairbanks was sentenced in Minnesota Sixth District Court to four years of supervised probation for a First Degree Burglary he committed on July 17th, 2009 and another four years of supervised probation for a 3rd Degree Damage to Property that he committed on April 8th, 2009. The sentences are to run concurrently. A second charge of Gross Misdemeanor Financial Transaction Card Fraud was dismissed in the First Degree Burglary incident. |

82216 - Mon Nov 23 12:36:23 2009 - [Snow, a pressing issue for Duluth] By: David D |
I applaud Russ Stewart's article and comments. He is 1--% right. And now onto larger, and more important issues. Snow. Really. This is the most pressing issue in Duluth, that the city clowncil needs to spend time on this. Read the Duluth rag online.
Ever wonder where the thousands of pounds of snow removed from downtown Duluth, with all of the salt, sand, road grit and grime, are taken?
Would just a few feet away from Lake Superior harbor surprise you? And that it’s been happening for years?
“Why are we putting it there?” asked City Councilor Jay Fosle during a council meeting Thursday night. “It doesn’t make sense.”
Several other councilors expressed concern as well, worried about the possibility of the melting snow pouring into the lake and contaminating it. The council will debate tonight whether to approve a resolution authorizing a resolution to dump its plowed snow on property just west of Bayfront Park and adjacent to a slip. This is the first time such a resolution has come to the council.
“We’ve periodically asked, ‘is this OK?’ ” Councilor Jim Stauber said. “We’ve had so many issues with "inflow and infiltration and trying to end sewer overflows, yet the city feels like it can put all that gunk and snow there. … We’re dumping snow 20 feet away from the water’s edge, and that sounds like hypocrisy to me.”
The city administration insists there’s nothing unsafe about putting the snow in that area. In an e-mail sent to the City Council on Friday, city Chief Administrative Officer David Montgomery said that by putting the snow in piles on that spot, it filters through the sand layers as it melts instead of running into the lake. He also noted that putting the snow near the lake saves on transportation and fuel costs.
There had been some discussion last year to put the snow on other city property above the hill, said city forester Kelly Fleisnner, but he said the city’s soil and water conservation experts argued against that strategy.
“Pretty much any other place above the hill is in a watershed and would flow into streams,” he said. “They didn’t think it was environmentally better.”
Fleisnner also noted that the city’s snow removal strategy complied with Minnesota Pollution Control Agency recommendations and studies done on how to store snow.
But, he also said that no specific study has been done to determine if environmental damage is being caused by the city dumping snow near the harbor.
The city probably is correct in its assessment, said Deb Taylor, vice chairwoman of the South St. Louis Soil and Water Conservation District board.
“Melting fairly clean snow there is probably not going to make things any worse in the harbor than they already are,” she said. She noted, however, that a study would need to be done to determine if there was no environmental harm being caused.
After getting the e-mail from Montgomery, city councilors Tony Cuneo and Sharla Gardner said they were not as concerned with the snow removal process as they were on Thursday, but might push to have the snow stored elsewhere. |

82214 - Mon Nov 23 09:57:33 2009 - [Jeff Anderson is owned by public unions] By: LIB Reader Online |
How can this letter write support Jeff Anderson whose campaigns have been managed and run by the Duluth Fire Fighters? Anderson is a slave to the public employee unions.
Anderson and the DFD are leading reasons in DFL Duluth why you need to read the LIB online for free, so you have money for another DFL Duluth tax, fee, or fine increase, and of course you will save energy and the trees.
Also, I voted "NO" on the Lew Latto poll. The DFD is too big for their britches.
___________________________________________________________________________________________________
Reader's view: Let’s review the costs of all city-provided services
I applaud DFL-endorsed and firefighters’ union-endorsed City Councilor Jeff Anderson’s action to form a task force to review whether the Duluth Fire Department could do a better job of providing ambulance services for the city. I’m sure the task force will find it too costly for the city of Duluth to take over ambulance services.
Councilor Anderson stated: “I’m not advocating one way or another. I simply want us to review all the facts. Are our residents receiving the services that they are supposed to receive? Could we do better?” I agreed. I think a task force is a good first step.
Now I would like to see Councilor Anderson establish task forces to review whether fire service and snowplowing could be privatized. Imagine the possibilities. No capital expenses for equipment and the city could lease its fire station buildings to a private company. No employee expense and health and retirement benefits would be the responsibility of a private employer. Millions of dollars could be saved! And the city would have leverage over a contractor for its level of performance.
Councilor Anderson deserves thanks for opening the door to reviewing all city-provided
services.
Could we do better?

BTW, did you know that because of the discussion on this DCB blog that 3 duluth fire fighters sold their homes outside the city limits and now have moved within the city because they felt like hipocrites telling us taxpayers that this city NEEDED a fulltime fire department when, in fact, they were being serviced by a volunteer fire department where they used to reside. This discussion on this blog caused Erik to move back inside the city limits. Simply telling the truth exposed their bullshit, and it made a difference. Still about one-third still live outside the city limits however. Hopefully we can get them to become taxpayers in our city too. |

SUBJECT: 49 Year old Duluth Man Stabbed outside of Bar
BY: Officer Brad Wick, Information Coordinator
On Sunday, November 22, 2009, at 2:11 AM, the Duluth Police responded to Curly's Bar, 2013 West Superior Street, on the report that a 49 year old Duluth man had been stabbed in the head.
Officers spoke with victim and learned that the stabbing had taken place outside of Curly's Bar. The victim was transported by Gold Cross Ambulance to St. Luke's Hospital with deep stab wounds to his head and neck area. Doctors said the injuries were non life threatening but that a temporal artery was cut and the victim would have bled to death had he not received medical treatment when he did.
The suspect, Derrick Calvin Davis, age 23 of Duluth, was located at a residence in the 2200 block of West 3rd Street. Several witnesses to the stabbing had chased Davis from the scene to that area. Davis was arrested and transported to the St. Louis County Jail where he is being held pending formal charges for Attempted Second Degree Murder and Second Degree Assault.
The victim told officers that he and Davis had a verbal argument outside of Curly's before the stabbing. Davis admitted to having a verbal dispute with "someone", but denied that it got physical. |

You can use all the excuses you want of why the taxpayers of Douglas County had to subsidize their ambulance service but excuses are like A-holes we all have one. The taxpayers are still left holding the bag. |

82195 - Fri Nov 20 11:40:50 2009 - [Disgusted by the working conditions] By: Douglas County |
I would like to throw in the mix the fact that Douglas County did not get out of the ambulance business to save the taxpayers money. A certain individual mismanaged the service for years which finally brought it to critical mass and caused it to be subsidized by the taxpayer. Bill collecting was a huge problem and there were many write-offs of outstanding bills. This individual was then rewarded for his ineptness with a nice administration job with Gold Cross. It is also a fact that the county paramedics who were hired by Gold Cross lost their defined benefit county pensions. There was also a huge amount of animosity shown to the county medics by the old guard Gold Cross employees. No all county paramedics were offered jobs. Only those that met the standards of Gold Cross. As far as medivan what happened to those employees when Mayo decided that it was not profitable to run that type of service anymore? I also know that Mayo does not like the fact that the Duluth employees are union represented and have for years tried to get rid of the union. I have many friends that work for Gold Cross and I am disgusted with the working conditions that Mayo has brought for them. They are professionals trying to do a job. Maybe municipal service with the experienced paramedics of Gold Cross is the best option for the citizens. I hope that all of this publicity has not affected the role that either the fire department or the paramedics play with regards to giving the best care to the citizens.
STARFIRE: If an employee of Gold Cross doesn't like the working conditions, is it not possible for them to quit? Or is sombody holding a gun to their head to work under those terrible conditions. If they did quit, do you think that anybody would apply for the vacancy in this current economic situation? How many DFDers have ever quit in the history of the DFD? Probably not such a bad gig at DFD, huh? With all the paid sleeping time and all that stuff. |

82189 - Thu Nov 19 23:29:56 2009 - [Which fire hall is hosting the party?] By: Ben Dover |
The DFD seems to have a special talent for freeing does that get stuck. They have a long history in this area including freeing the doe that got stuck at the bottom of the pole at the fire hall at the DFD's after hours party a few years back. That doe broke her ankle and the taxpayers got to pay the medical bills for DFD's lack of judgement in that particular case. Thank goodness that the doe saved today made it through without any ankle injuries, given that the DFD was once again, at the helm so to speak.
It is clear that money is no object to the DFD as a valid doe permit costs $15.00 and for about $1.00 in ammo, the problem could have been solved and the DFD could have resumed the horizontal position back at the fire hall. How much did the citizens of Duluth pay for their doe permit today, $1,000, $2,500, $5,000, more? DFL Duluth, where money means nothing because it is somebody elses anyway and if it is not enough, they just steal more.
DFL Duluth, where the DFD spending thousands of taxpayers dollars to free a doe in the middle of deer season is all they have on the agenda. Thank goodness the weekend is coming so they can get back to the does at their pole dances at the fire hall and let the deer hunters take care of the other does. And the taxpayers only have to hope that there isn't another ankle injury at one of the fire halls this weekend. |

Wants to Know,
Ok... Im not sure that we are on the same page here... Quite frankly, this is something that may be beyond trying to explain over a blog. To fully understand the differences between BLS and ALS, and the re-certifying for each is very difficult to explain over the internet. Another dimension to this whole discussion is the "Standard of Care" in addition to how medics practice pre-hospital medicine under the medical license of their medical director, who is a licensed MD or DO in the state that the service is in. I dont know your background and how much you know about EMS. If an accountant was trying to explain tax law to folks over the internet, there would be a lot of blank stares...
This is sort of the same thing. |

82185 - Thu Nov 19 22:17:13 2009 - [DFD cronyism already at work for them] By: Inside Look |
Wants to Know,
Im not sure what cities or services you are eluding to. It is hard to comment on ambiguous statements. I can tell you that the PSA law was put into effect as both a safety measure for the public, and to ensure consistent service. Without a Protected Service Area, a city could potentially have numerous "fly by night" ambulance services literally racing to each call in order to get the business. If you had ever been to Chicago, thats the way it was there. You could literally watch ambulance crew members getting into fist fights over an argument of who was there first. Secondly, this allows for a city to enter into a contract with an ambulance service to provide 911 response to calls. The PSA allows for the service to concentrate on education, investing in the community, investing into better equipment, etc... Rather than cutting costs and getting just enough of the piece of the pie to survive.
Your comments give me a gut feeling that you dont support the idea of Gold Cross providing service to Duluth/ Superior. To comment on what you are eluding to as "hostile takeovers" of other service areas... For instance, Douglas County ASKED Gold Cross to put in an RFP, or Request for proposal to provide service on the other side of the bridge. They did this as a cost saving measure to the taxpayers of Douglas County. Whether or not that reduced taxes is not Gold Cross's fault. What I do know, is that if you never need an ambulance...you never have to pay for one. That is the advantage of a private service.
With the city in such financial ruins, to take on the tens of millions of additional dollars for DFD to re-invent the wheel is not feasible.
The comittee that is looking into this is already unfair and biased toward DFD taking over. Jay Sparks, who is on the comittee is a retired DFD firefighter who worked as a paramedic on Douglas County for a few years. As long as I can remember, taking over the ambulance service was a front burner issue for him. That is not a fair, objective look at the situation.
I'm not sayin...I'm just sayin... |

82184 - Thu Nov 19 22:05:41 2009 - [DFD just trying to save their jobs] By: Dodge St |
Just up from secretary Roadfeldt's house. I will volunteer at the Lakeside Fire station if you want volunteers. I will clean toilets, floors, make meals, sleep, watch TV, but not sleep while not on a fire run. I won't charge the taxpayer a dime to do this. I will mow the lawn and snowblow too.
I am willing, as a volunteer, to drive the truck on all medicals with lights ands sirens driving like I'm hell bent for election to show the public I'm really, really needed at a medical scene. Only to find out it's a women with back pain for two days, but I can justify driving like a maniac because on any medical I can say that it just might be a life or death situation.
I will stand on corners during "fill the boot" campaign because I am not on duty and am volunteering. Everything I do will not cost the taxpayers anything, I will volunteer along with many others for free to serve my community.
As stated before, smoke alarms and current building codes make full-time fire departments not needed in most small towns like Duluth. That is why our duluth fire union wants to take to the ambulance service. This is to save their jobs.
Our Mayor even understands this thinking and is not supporting the fire fighters...so does the general public |

82183 - Thu Nov 19 22:05:05 2009 - [People get the government they deserve] By: Ben Dover |
After watching yet another episode of the local news this evening, all I can say is that Duluth buffoonery brings comedy to a new level.
First, some clown at UMD is shown with his laptop online being pimped by that millionaire teachers union honcho Tom Dooher crying for even more money for higher education. Hey dumb ass, have you ever asked yourself why the cost of higher education is going through the roof? Hint, it has to do with a certain class of DFL elitists who think they are the shit and want you to pay for it.
Then, if that wasn't funny enough, that joker that some refer to as the mayor of Duluth, Donny Boy Ness, seems to have his thong in a bundle trying to convince the taxpayers of Duluth why he wants to hose them for more taxes after Duluth just finished off paying a liability which will free up another 3.5 million a year. Instead of passing the savings to those that pay the bills, Ness will increase taxes once again and use the savings to hire even more AFSCME workers in this terrible economy. This clown Ness has the mentality of a part time gas station clerk. Oh thats right, it makes perfect sense as that is what his only job was prior to the local DFL mafia and AFSCME and DFD mobsters buying him the mayors seat.
It was clear looking at that shifty slippery Ness that he now has nothing but contempt for the taxpayers of Duluth. He will steal all he can for himself and his cronies while the getting is so good. Expect nothing but the finest extortion tactics from the Boy Wonder. He didn't have such a big smile when he was called out for pissing away the 3.5 million dollar savings on new hires.
Next time some DFL Duluth blow ass tells you that AFSCME and the mayor are at odds, show them the facts and skip the DFL Duluth BS they want us all to believe. Ness and AFSCME are one in the same. Same crooks, another tax.
Ness gets his 100K no matter what he does, so why would he want to make a hard choice? It is much easier for him to hose mom and pop on a retirement income than make any tough choices. Has he led by example and requested a pay cut in these tough times when others that pay for his salary are losing their homes and can't find enough money to eat? No, of course not. He feels entitled to all that he can extort from the taxpayer. That is the elitist DFL way.
People get the government they deserve. Duluth, you take the cake!
I think that I will watch at 10 again for another round of DFL Duluth laughs. Please tune in to the comedy hour and watch the slippery mayor shift his eyes when asked simple questions on why he wants to screw the taxpayers and piss their money away to grow more governmnet and judge for yourself whose interests he has in mind, yours or his. |

82181 - Thu Nov 19 21:49:46 2009 - [Gold Cross increased union membership] By: Medic |
As Paul Harvey use to say, "now the rest of the story". Gold Cross Ambulance service offered jobs to all Douglas County Ambulance personnel after taking over that county. All medivan employees were offered jobs after Gold Cross took over. All in All, after the expansion of Gold Cross Ambulance Service in both Douglas Co and the takeover of medivan, Gold Cross rehired all but 2 of the total 47 employees affected.
The 2 who weren't rehired chose not to come on board. Gold Cross now employs over 64 full-time employees with 61 being full-time Union employees backed by the Retail Clerks Union.
Now you Duluth Firefighter who wanted the answer, you got it. Anymore questions you self centered firefighter. I am not trying to put you on the unemployment line, why are you wanting me to be unemployed. I have mouths to feed too. I along with you worked hard for our respective positions. What gives here. |

82180 - Thu Nov 19 21:41:28 2009 - [Is DFD compliant or not?] By: Wants to know |
Inside look; I went to the nremt.org site and read the information. They are an organization that one belongs on a voluntary basis if I read their information correctly. While they are a national deal, they have no power in law and that is what you stated the fire department paramedics were in violation of. No where did I see any type of numbers of any of the skills that HAVE to be performed on a regular basis. They didn't even list, as far as I could see, any specific ALS skills that had to be performed like you listed.
I looked up the Minnesota Statutes that cover Emergency Medical Services, and under section 144E.28 subdivision 1 it defines what EMT-B, I, and P are and what you need to do to get a state certification. There is nothing that I read that says anyone who is certified HAS to work on an ambulance. They do not even have the same wording as the nremt.org does for membership. It looks like the same requirements apply to everyone to get certified the first time. Section 144E.28 subdivision 7 says what you have to do to be recertified. There is training and classes that everyone has to go to, but there is nothing, again, that says anyone with a certification has to work on an ambulance.
If I missed something, I am sorry. According to the information you sent me to, and what I found in the state statutes, which ARE the law in Minnesota, it wold appear that the fire fighters are not breaking any laws if they have done everything that any other paramedic has to do to get recertified, and you have attempted to give out some information that does not seem to be correct. I don't believe, based on experiences with other state certifying agencies, that the Emergency Services Regulatory Board would allow the fire department people not to be in compliance with the law. |

82176 - Thu Nov 19 21:07:19 2009 - [More union brothers out of work] By: Wants to know |
Medic, while looking up the stuff that Inside Look posted about certifications, I stumbled across a thing called a primary service area that seems to be a legalized monopoly for an ambulance service. The history shows that they came about in Minnesota because a then private ambulance company came to Duluth and subsequently put two other ambulance services out of business because it lobbied successfully in the legislature to create these primary service areas. Seems like that put a bunch of people out of work. A number of years later that same company put another local ambulance service, that was manned by union members, out of business and took over their area of service. Not long after that, the same company made overtures to three local cities that have ambulances run by the fire deparetments to take over their ambulance service areas and potentially put some more union brothers and sisters out of work. The proposals were soundly dismissed by the respective cities.
Before you cry "foul", maybe you ought to tell the rest of the story... |

Hey Duluthians, we are prepared to respond and assist your paid volunteer fire department.
We are here to help, respond and serve this county and the city of Duluth is in St. Louis county.
Lets form a committee to discuss the possibility of using the rescue squad to supplement the full-timers.
Our rescue squad would love to serve the Duluth Taxpayer, we have 37 members of the rescue squad living and working within the city limits. This equals almost one full shift of Duluth firefighters.
We would gladly purchase 4 more rescue vehicles at no cost to the taxpayer to serve Duluthians.
We won't cost Duluthians anything because we are volunteers.
If your skeptical about using volunteers, try allowing us to man one fire station for a year. You'll see no reduction in service and you'll have spent about 1 million less for protection. What a savings!
We're ready to serve, just ask |

Why does she not live in the Hillside instead of living far away from those she supposedly can't seem to live without? Is she surrounded by a diverse neighborhood where she resides? No, she is surrounded by white students, elitist white professors, and other white elitist trust funders like her who spew one thing and live completely differently. They call themselves Progressives by the way. What a farce these clowns are. Nothing to do but blog all day on their dad's hard earned money and they piss it away trying to reinvent the wheel and try to decide which sex they want to be when they grow up. And people wonder why the country is in shambles. Look no further than these people like Claire. History has shown us that kooks like this have no leadership roles in a society where real progress occurs.
Once a Concord flying elitist trust funder from California living on daddy's money, always one. Right "C"?
45 countries visited by Claire and a Concord or two rides later by "C" and this is the result. Same leftist drivel all day long. We all have your number Claire, even Stahlalinski.
Must be rough living on a trust fund and being such an elitist. Have you ever thought how it might be trying to make it without daddy and the Concord? It is actually not as bad as you have read about. Try it someday Claire, you might actually like it and be able to lose all that bitterness and hate that you carry around towards others that don't live on a trust fund like you and your Progressive Action gang of DFL elitists. |

82163 - Wed Nov 18 22:45:14 2009 - [Violence now the norm in DFL Duluth] By: Mozambique Drill |
| Concerning the latest events at Central. People, this crime problem is just going to get worse. The gates have been opened and the barbarians have forced their way in. Duluth has been becomes Chicago's sister city at the western tip of Lake Superior. The corrupt, incompetent, politically correct DFL mafia rules this town. Because of the "minority" status of the parties involved nothing of any significance will be done to address the underlying problems. The simple truth is that we have had significant numbers of blacks who are the multi-generational legacy of a violent , dysfunctional , urban ghetto environment move into Duluth over the past 15 years. The values and lifestyles that they have brought with them have now become established here in Duluth. The school system will not deal with the problem and is not capable of dealing with the problem. They obviously know what is going on but they are doing nothing and will continue to do every thing in their power to cover up the reality of the problem. We have heard and will continue to hear the repeated mantra of eliminating the "achievement gap". We can continue to pour millions upon millions of dollars in the school system and no significant results will be obtained. Washington DC is a good example. Face it people, your elected leaders aren't worth a shit. Most are so far into the kool-aid that they simply don't get it. Those who do get it are to fearful to honestly address and talk about the issue. There is only so much the police can do. Anyone with a basic understanding of the criminal justice system knows that the police and criminal courts are essentially reactionary in dealing with crimes like this. Parents, if possible send your kids to a school outside of the city, move if necessary. There's a term for that, it called "white flight". Or send them to a private school, or home school them. The red plan which has been successfully shoved up the asses of the residents of ISD 709 is quite cunning. Do you think it's coincidence that the plan envisions only two high schools for Duluth? East and west. It's an euphorian attempt to eliminate "divisions" within the city of Duluth. It doesn't pay to get too worked up over this issue. This is simply "change" which has finally arrived here in Duluth. Duluth lags and continues to lag behind the rest of the country. Big city urban violence has become the norm in Duluth. |

82156 - Wed Nov 18 21:58:23 2009 - [DFD doesn't perform ALS] By: Inside Look |
Wants to Know,
What I am specifically talking about is the National Registry of EMT's. They are the governing body that almost all states adopt. They basically set the rules and standards for how many hours per year a paramedic needs in continuing education, they also have disciplinary rights against paramedics who violate the law or perform unlawful acts. They can suspend or revoke their certification. Here are the recertification requirements from the National Registry. www.nremt.org
Paramedic Recertification
In applying for recertification, certified EMS professionals agree to comply with all recertification requirements, rules and standards of the National Registry of Emergency Medical Technicians (NREMT). The recertification applicant bears the burden of demonstrating and maintaining compliance at all times.
To Apply For Recertification You Must:
Be actively working within an emergency medical service, rescue service, or patient health care facility using your ALS skills.
Complete all requirements prior to March 31.
Complete the recertification report in its entirety and submit the completed report prior to March 31.
Demonstrate continued cognitive (knowledge) competency through continuing education or examination.
Continuing Education Option
Complete a total of 72 hours of education including:
Completion of an approved 48 hour DOT National Standard Paramedic Refresher
Completion of 24 hours of additional continuing EMS related education as outlined below
Pay the $20.00 (US funds only) recertification application fee at the time of submission of documentation
All continuing education hours, to include the refresher, must be completed within the current recertification cycle. Education completed prior to the previous March 31 expiration date will NOT be accepted. If this is the first recertification period, only education completed after the date of initial certification will be accepted. See information below for detailed recertification requirements.
***Back to DFD... The first sentence of the requirement is exactly where they fail. They do NOT perform ALS or Advanced Life Support skills. This includes starting IVs, giving drugs, manually defibrillating, pacing, countershocking, performing surgical cricothyrotomies, pericardiocentesis, the list goes on....
The difference between a basic EMT and a Paramedic is about 2 full years of schooling. This is what the task farce just doesnt understand. They are fed a bunch of rhetoric from the FD and really dont have any idea what it takes to be a paramedic. I hope that the citizens of Duluth and Superior wake up and educate themselves on the implications of this whole thing before jumping to conclusions. Being a medic is a far cry from the movie "Mother Jugs and Speed."
I hope that this helps... |

The assistant principal isnt any help, he a black racist jerk & lets these
kids get away with stuff, because they are black & they play the racist card.
BULL**** Im playing the racist card, oh wait, I cant, Im white.
Something better get done NOW-I'm ready to pull my kids out of duluth schools
& I'm sure I'm not alone. Every day my kids come home with another story about
how the black kids did something that anyone else would get in big trouble for-
Why is the student with the knife allowed back @ school?
oh wait he cant get in trouble or expelled cause-insert racist card insert here--I'm really sick of this & thinking maybe my 3 kids would benefit from going to a school
somewhere where the arent afraid to go to school & walk the halls. This school system better do something, not soon but NOW |

82150 - Wed Nov 18 18:27:57 2009 - [Exercising free speech] By: Klaire |
Oh real and original "Tony Ramone", since you bring up "exposing frauds," let's bring up my fraudulent behavior -- which explains why the council candidate I *clearly* supported lost big time, Beth Olson. She did better than I thought she would, but unfairly she did not get all that free promo from local radio hosts, and maybe some heft from those who voted for Stauber, who clearly benefited from running a dignified campaign, free from Progressive Actions tainted grasp.
And Rob Wagner. He was blown out of the water in District #2, thanks to the progressive pawn Patrick Boyle. Interestingly, the District #4 race was pretty much ignored by this blog, and it was the closest council race. Hmm. . . I think that tells me something: your blogs are highly effective, but pretty much dismissed by the latte drinking, sushi eating elitist progressives at the cafe. When it really comes down to it -- which probably explains why I'm so angry and miserable.
Why is your forum so effective?
1. You moderate a blog where people post hidden truths and then expose the lies and agenda of the progressive movement. I've seen my name attached to plenty of comments posted on the DCB, and guess what, they were MINE. How dare anyone think otherwise. Give credit where credit is due damnit! Somebody needs to challenge you assholes. I don't call that exercising free speech. I call it having everything my way.
2. I've heard from plenty of people, who write to your blog. However they never admit it. They would never give credit to the influence that DCB has in this community. I don't like that. I call it having everything my way.
3. You moderate a blog where people post uncomfortable facts and information about political candidates, like the news concerning Beth Olson's employment status, posted on your fact finding forum the weekend before the election, or the truth about my travels around the world (I know your envious but I have been to 45 countires and have studied several lanuages) Heck I've even flown on the Concorde. How many of you could even afford a one way trip on that plane, assuming it was still in service? I call it having everything my way.

82149 - Wed Nov 18 17:56:58 2009 - [Woodland & Central out of control ] By: Parent |
Both Woodland and Central High School are out of Control. They have fights daily and the staff does nothing. I have one daughter left at Central and she said it's scarey at school every day.
I know there have been several parents who have expressed concern but the school principal does nothing. My best friends son goes to Woodland and her kid says Woodland is nothing but fighting and drugs every day. This is sad to see our public schools in such disarray. Lets make some noise and change it so our kids feel safe at school. Our kids should not feel afraid to learn. The Duluth School Board needs to do something to stop this animalistic behavior. |

DATE: 11/18/2009
NATURE OF INCIDENT: UPDATE: Disturbance at Central High School
CASE NO.: 09400046
INCIDENT DATE :11/18/2009
INCIDENT TIME: 8:51 AM
INCIDENT LOCATION: Central High School, 800 East Central Entrance
SUBJECT: UPDATE: Disturbance at Central High School
BY: Officer Brad Wick, Information Coordinator
Today at 8:51 AM, Duluth Police squads responded to Central High School to assist the Central High School Resource Officer who was attempting to stop an assault suspect from fleeing in a vehicle. While attempting to stop the vehicle, the School Resource officer is nearly run over.
A description of the suspect vehicle was given out along with a possible destination. The officer was also able to identify the driver as Nathan Allen Drift, age 25 of Duluth. Squads respond to the 1000 block of East 7th Street and locate the vehicle and Drift in the alley. Drift is eventually taken into custody.
This morning’s incident began when Drift attempted to run over a student in the Central High School parking lot. The School Resource Officer responded to the parking lot and in their attempt to stop the vehicle and Drift, is also nearly run over. School surveillance of the parking lot captured a good portion of the incident on video.
Drift was transported to the St. Louis County Jail where he is being held on two counts of Second Degree Assault and two counts of Attempted Second Degree Murder.
The investigation into the incident is ongoing at this time and no further details are available. |

82146 - Wed Nov 18 17:35:14 2009 - [Central gang warfare] By: anonymous |
One of my kids goes to Central and he says that its gang warfare. He doesn't feel safe.
He saids it began with a native American girl snitching on two black gang kids about stealing.
The blacks had her beat up so the dad of the girl and another guy came up to Central to wait for these kids to murder them. They tried to run them over with a SUV.
He said a rumor is going around as well that the adults were involved in drug dealing with these two students as well.
No one knows for sure but my kid just hears what the other students are talking.
He said there were lots of cops up there, the guys were arrested, they had a lock down then everything went back to normal – although he said there were the usual few fights the rest of the day.
Aren't you glad your spending $437 million DFL Duluth? |

Netland resigning is one great thing for our community. He is the single most disgusting union leader I've ever seen. He pocketed our union dues and we get nothing but more job losses and less wages. He exhausted his stay.
As far as our fire union throwing 3 members out should not be eye-opening to anyone, that fire union for years has been self serving and they only care about saving their jobs. they could care less about the union brothers and sisters at Gold Cross service. It will be cost prohibitive to engange in the ambulance business. |

| Can anyone tell me how many current Duluth firefighters have actually run an ALS ambulance call as the actual medic on board? And for all of the firefighters who may have taken a paramedic class years ago...remember, to LEGALLY re-register as a paramedics, you have to be associated with an ALS ambulance service. The few firefighters who still wear their patch and claim to be paramedics, are in NO way compliant with the law. I only know of one ff that can legally wear it, because she still works at Gold Cross. As a citizen, would you want to be the first patient for a crew that has run NO real ambulance calls? As far as us taking over the ambulance service, it's going to happen. When all the research comes out we will show how to run and make money providing quality and a quicker response for ALS service than what Gold Cross can provide. We are here to serve the citizens and we can do it better. As for Mr. Stahl, your just an agitator and wannabe firefighter. Labor and Fire, working together for us all!! |

First, check out the Beth Olson ad with the misspelling on Page 5. PERSISTENCE is how you spell it. Another waste of union members dues on an ad that should have been paid for by the Olson campaign. The $140,000+ a year editor must have a spelling issue.
AD TEXT
Thank you brothers and sisters for all of your support for my campaign. I am inspired
by your efforts and continued "persistance" to make a difference for workers in Duluth.
In solidarity,
Beth Olson
Paid for by Duluth AFL-CIO Central Labor Body COPE
MY COMMENTS
Are we in a communist country or what? "In solidarity"? What a bunch of hooie. Does the editor and Olson have something going on? Oh, that's right, he's a he's and she's a whatchamacallit.
Then check out the DFD pic and text on the same page:
Labor was locked-in on local elections right up until the polls closed Nov. 3rd. Sheri Roadfeldt and Tim Aune, both members of Fire Fighters Local 101, were part of a crowded corner at 21st Avenue East during the evening rush hour.
MY COMMENTS
Now is this the same Roadhead a.k.a. Buttfeldt who is the DFD union secretary? How much nepotism is there in the DFD? Is this nepotism legal? I’m surprised the DFD prostitutes weren’t waving in an ambulance with the flashing red lights ala the Mustang Ranch.

Larry Silampa is nuts for thinking that Mayor Ness had anything to do with Beth Olson not getting elected. Olson lost because she was hiding her past and the closet was publicly opened.
How many thousands of union member dollars were wasted on the Olson campaign? That is the story that is now being not discussed. The unions should use the union members due for retirement and other savings type programs and less politics. But, don't leave the money in the union management hands as they are as crocked as any CEO. Union members are getting ripped off.

82114 - Mon Nov 16 12:36:44 2009 - [Never enough money for DFL Duluth] By: Cynic |
I notice that the portion of my taxes that are for the Red Plan have went up or will have gone up 25 percent since 08 according to my latest truth in taxation statement. This is the portion under School District 709 other local levies. This is not the voter approved levies part. Does this mean people will be pumping much more money into the Red Plan than the School District and other elected officials said? Was the School District counting on this continually higher assessments of property to pay for the Red Plan? Well property values are no longer increasing and are in fact going down. They now have our property assessed at a higher value than we could ever get for it. Are they planning on coming around again and saying it is worth even more when it is not?
BTW it looks as though out county portion of the taxes will not rise next year and the special taxing district part will go down.
Of course the city will be looking for more taxes next time as the new police station kicks in in full. It will just be another few dollars as the police chief said on Almanac North. What the hell does a few dollar more mean at this point. I figure in 2 years we'll be looking at food stamps. Oh well, Oh Bomba will still be in so there should be plenty of government assistance right! |

You Duluth firefighters have smeared us all in treating your fellow union members like you have.
Where is your leadership? Bring them back in and allow them to do whatever they wish on their off-duty time.
Normally we worry about management breaking unions, but your doing this yourselves.
Wake up! |

They didn't fall for the liberal BS which comes from the left-wing radicals we call the DFL and DFD. Jim Stauber wins..he wins..and he wins a 3rd time. Congratulations Jim. |

Indeed it is...Your Duluth fire department is trying to find ways to keep their jobs. They need to become paramedics in order to save their jobs...Slowly the time is ticking when all realize thier scam job. The numbers reference the Duluth fire department being the most expensive in the state is not a lie.
I'm assuming most of the DFL firefighters voted for Obama, so in a sense they are right, Change is coming. But it is NOT the change the Duluth fire department is expecting. They are slowly be exposed for the fleecing they do to the taxpayers. Their Union leadership is lacking commom sense. |

| From just up from the secretary's house. What a load of crap. Union firefighters expelling from their union 3 firefighters wishing to serve the city in which they live. It's all about arrogance. Roadfeldt and Simonson ought to be ashamed of themselves. The 3 firefighters are hero's to the Hermantown residents. I'm sure the taxpayers in Hermantown appreciate the 3 firefighters. It is all about getting more union membership. The thinking of the firefighters is that if no one volunteers in Hermantown, the city will have to hire full-time firefighters and that will bring more people into the union. You talk about assholish thinking. You Duluth firefighters are a bunch of wackjobs with self-serving interests. And now you want to be paramedics..... |

James wrote: Not just liberals, whom you seem to have a built in disdain for."
Please excuse me for jumping into the discussion without being clear about the point that I was trying to make.
To me, right or wrong, Liberals and Conservatives are just two sides to the same coin. I really do not have any particular 'disdain' for Liberals in and of themselves. From my view point, the ones I'm speaking of could be on either side of this coin.
You are right in thinking: "Your gripe should be directed at ALL those receiving preferential treatment because of power and position."
This is more the point, and exactly what I was trying to say. Because of power and position, some are receiving this preferential treatment. And in effect this is damaging our whole community, and certain, specific individuals and families.
Some of those who have this position and power want to manipulate situations for their own benefit. The similarities between the bail out on Wall Street, Banks and Insurance Companies with our local government and economy are many. There's a class of people who feel entitled to more than their fair share while watching others struggle.
Those sipping the creme on the top of this economy, will be recieving their bonuses and HUGE salaries regardless that the people who actually do the real work will suffer the most. This means families are in jeopardy because so much time is needed to work the two or three jobs needed just to get by. I have seen some in power totally abuse their authority. They destroy careers and families in pursuit of their own self serving interests. Whether it's a Liberal or Conservative at the helm, this is the type of behavior that is destroying our community and country. Another word for this activity is: GREED!! You know, those kind of folks who say: "I'm not worried about you, I've GOT MINE"

"Wall Street, Big banks and Insurance companies will continue to recieve huge payouts at taxpayers expense.
ok. I get what you're trying to say. But there's no double standard. For a double standard to exist, liberals would have to be getting treatment different than conservatives on this issue. And you claim the same thing is going on on Wall Street. I don't think there are too many Wall Street (or insurance executive) liberals out there.
Your gripe should be directed at ALL those receiving preferential treatment because of power and position. Not just liberals, whom you seem to have a built in disdain for. |

There is a double standand.
Those with certain political power will not be prosecuted. Of these, many will continue to receive obscene salaries and bonuses to the detriment of the working class.
Wall Street, Big banks and Insurance companies will continue to recieve huge payouts at taxpayers expense. Nothing too much different is going on around here. |

Care to provide an example? And I don't think job creation is an accurate example. When comparing the number of union jobs cut to union jobs created under Ness... the cut number far exceeds those created.

"Ness bounces around on the end of the strings for a lot more that just AFSCME.

| James, You mean to tell me you can't see through the little love spat between AFSCME and Ness. This is a game I've watched for decades. In the end each night they go to bed together with a hug and a kiss. Ness always was, still is and always will be for big government. Thus in the end AFSCME will always be the winner under Ness. If Ness had access to even more money there would be 100 new AFSCME employees on city payroll. |
